Contrary to patriarch Spencer’s view of this relationship, Luna tried to lure him into a lover. But he saw himself as a father figure to her.
So, after having double-crossed him previously, she now spins a case to save her from life in prison. But is she appealing to the father in him or trying to tempt him with romance?

The guard said she heard from his friend that he would spend time alone with this prisoner. So, someone was breaking the rule for him.
Luna Nozawa then brushed her hair to one side with her hand. This revealed some nasty looking bruises and cuts on her face. Naturally, this works, as Bill Spencer is worried.
So, did she do it herself, or did she pay another inmate to do it to her, to tempt Bill to feel sorry for her? Or is she a target for others behind those bars?

So maybe these fleeting visits to Luna are just Belle trying to figure out what kind of woman could give birth to such a monster. - It could be as simple as Belle Spencer seeing Luna Nozawa as a victim of her upbringing. So maybe he wants to help her get a second chance by pulling some strings on the CBS soap.
